How much are typical monthly sewer bill rates?
Generally, the sewer bill rates are established by the District's Board of Directors in accordance with Indiana Statutes. Consideration is given to cost of operation, debt service obligations and projected growth needs of the organization. Each utility service provider, therefore, has rates that are individual to that particular service provider. While establishing the rates is an "individual" process, a cursory observation indicates that the rates of the West Central Conservancy District is consistent with other sewer service providers within and outside of Hendricks County.
Does the West Central Conservancy District have a summer "discount" program?
The West Central Conservancy District does not have a summer rate program. Such rates are generally determined on increased consumption of water usage. WCCD rates for residential customers are not affected by monthly consumption of water, but rather wastewater processing costs in conjunction with the other identified considerations configured into a flat rate amount.
What payment options are available to me for paying my monthly sewer bill?
1)Using a credit/debit card via the Epay system on this website. 2)Personal and Institutional Checks by mail as per instructions on the bill. 3)Automatically via WCCD's automatic payment programs. 4)Checks placed in the 24 hour drop box at the District Office. Please note that if you are paying via an external Online Bill Pay Service, you need to post your payment 5-7 business days prior to the due date to ensure we receive your payment on time. Payments not received by the payment due date are delinquent and a penalty will be added.
If I have accrued an outstanding balance on my account, are there payment arrangements that can be made?
Yes. Under certain circumstances, a payment arrangement can be made. You should contact the Billing Department at 317-272-2980 to discuss your account if it is delinquent.
The first bill I received from the WCCD was higher than $45.00 - Why?
Example 1: If a customer took purchased or moved into a home after the last billing date, those days from the closing date/occupancy date of the home to the end of the month will be prorated and added to the current month billing. The prorated amount will be shown as a "previous balance" once inserted into the Billing Cycle. Example 2: If the owner of a residence or commercial establishment fails to notify the District to initiate billing, when the District finds that the property is using the sewer system, the District will back-bill for service provided to that residence or commercial establishment up to a maximum of twenty-four (24) months.
Where is your office located?
From State Road 267, go west on US Highway 36 two (2) stoplights. The second light is at the ball diamonds and is County Road 625 East. Go south (turn left) onto 625 East and go approximately 150 yards. West Central Conservancy District is located on the left (east) side of the road. A sign is in the front lawn. When my payment is received by WCCD, how soon is it posted to my account?
All funds collected by the District are, by state statute, required to be deposited within 24 hours. Your account, therefore, will be credited prior to that deposit.
Will WCCD accept post-dated checks?
The District will not accept post-dated checks. Checks will be deposited within 24 hours of receipt of the check.
Why do I continue to receive a bill for an unoccupied home?
Sewer service is still there and available. Sewer service, unlike water service, cannot be turned on and off. There are capital costs to the District by virtue of the residence being connected to the sewer system.
Can the WCCD cause a lien to be placed against my property?
Yes. The District, by IC 36-9-23-33 through IC 14-33-1-1 is required when fees and penalties are due and not paid for at least 90 days to file in the Hendricks County Recorder's Office a lien for the delinquent rates and charges. Additionally, liens may be certified with the Hendricks County Auditor's Office.
Being the owner of a residence or commerical property, can I be held responsible for the nonpayment of fees and penalties of renters?
Yes. Nonpayment of fees and penalties result in collection action against the property, not the renter of property (i.e. lien against the property).
I mailed my payment on the 5th of the month and received a penalty on my next bill - Why?
Bill payments are due at the District by the end of the month that the bill was received. WCCD provides a grace period to ensure that those bill payments that are mailed will be received by the District before penalties are assessed on the 5th of the next month. During the grace period, bill payments can still be made by dropping the payment off at the District Office during business hours, putting the payment in the after-hours drop box also located at the District Office or by using the Epay feature of this website. The District has made every effort to afford customers the opportunity to pay the service charge before any penalties are assessed. *Please note that if you are paying via your banks online bill pay service or any other bill pay service or, you need to post your payment 5-7 business days prior to the due date to ensure we receive your payment from them on time.
When should I make Initial Contact with WCCD in project consideration?
Project/Developer Engineer contact should be made with the District Engineer in the earliest planning stages of the project/development. Understanding the District Master Plan as it relates to the area of the proposed project/development as well as anticipated consideration of oversizing of lines, etc. saves costs to both entities by not having to redesign the project/development with additional reviews.
Are costs for oversizing lines, etc. that the district engineer directs reimbursable?
Depending on the modification to the project design, it is fair to say that delta costs associated with oversizing will be reimbursed at rates established yearly by the District Engineer and explained to you at the time of plan review.
What are the fees and charges for a development from the WCCD?
The project will be submitted to the District Engineer who will perform a wastewater capacity charge calculation for the proposed project utilizing general average daily flow calculation factors prescribed by amended 327 IAC 3. The calculation will result in the number of EDU's (Equivalent Dwelling Units) for the project. Each EDU is charged a System Development Charge plus an Inspection Fee of $250.00. Effective July 1, 2004 and adjusted each January 1 thereafter, the following System Development Charges apply per each EDU: 2015 $4,930, 2016 $5,098, 2017 $5,098, 2018 $5,098, 2019 $5,098. Options for payment of the fees are provided in documents in this website. System Development Charges are required to be paid or, if meeting the requirements, under contract at the time the IDEM Allocation Letter is issued. There are additional reimbursable charges that also apply to the project such as District Engineer review of the project, District construction inspection and line testing, line cleaning, etc. prior to the line being approved for acceptance by the District.
